50 Officers Acquired Bhopal Land Before ₹3,200-Crore Western Bypass Approval; Value Surges 11 Times
Bhopal: A significant land investment involving dozens of serving and former IAS and IPS officers has come under examination after an inquiry into Immovable Property Returns (IPRs) showed that around 50 officers collectively purchased agricultural land in Bhopal that saw a sharp escalation in value after a major infrastructure project was cleared nearby.
According to a Dainik Bhaskar report, the land, situated in Guradi Ghat village in the Kolar region of Bhopal, was acquired in April 2022 as a pooled investment by what the officers termed in official disclosures as “like-minded officers.” Within two years, the estimated worth of the property increased from around ₹5.5 crore to nearly ₹55–65 crore, following approval of the ₹3,200-crore Western Bypass project and a later land-use shift from agricultural to residential.
Officers from Multiple Cadres Involved
As per the investigation, the investors include not only officers from the Madhya Pradesh cadre but also IAS and IPS officers from Maharashtra, Telangana, and Haryana cadres, along with officers posted in Delhi.
Although the registry shows 50 shareholders, records suggest there were actually 41 primary buyers behind the acquisition.
The transaction has drawn attention due to the timing of subsequent official decisions that significantly elevated the land’s market worth.
April 4, 2022: 2.023 Hectares Purchased in a Single Registry
On April 4, 2022, a total of 2.023 hectares (roughly five acres) of agricultural land was acquired through a single registry deed.

In their IPR submissions, the officers described the purchase as a joint investment by “like-minded officers.”
Western Bypass Approved 16 Months Later
On August 31, 2023, the Madhya Pradesh cabinet cleared the ₹3,200-crore Western Bypass project.
As per the proposed alignment, the bypass runs just 500 metres from the jointly owned land, significantly boosting its commercial prospects.
The proximity of the infrastructure project to the investment has become the main focus of public attention.
June 2024: Agricultural Land Converted to Residential Use
In June 2024, ten months after approval of the bypass project, the land use was officially converted from agricultural to residential.
This change led to a steep rise in valuation:
- Purchase rate in 2022: approximately ₹82 per sq ft
- Value after diversion in 2024: approximately ₹557 per sq ft
- Estimated value after conversion: around ₹12 crore
- Current Market Value Estimated at ₹55–65 Crore
Land prices in the Guradi Ghat area are now estimated at ₹2,500 to ₹3,000 per sq ft, placing the value of the same parcel at nearly ₹55 crore to ₹65 crore.
This reflects an increase of more than ten times from the original purchase price within just a few years.
No Housing Society Registered Yet
Despite the conversion of the land to residential use, no housing society has been formally registered for the project so far.
Under applicable regulations, residential development can proceed only after:
The land is transferred to a registered housing society, or
Individual plots are formally allotted
The absence of these formal steps has added another layer of scrutiny to the investment.
