Mastermind of Operation Cocoon and Veteran IPS Officer Recognised for Exceptional Service in Internal Security and Counter-Insurgency



New Delhi: Veteran IPS officer K. Vijay Kumar, regarded as one of India’s most distinguished police commanders and the strategist behind the landmark Operation Cocoon that concluded the decades-long pursuit of forest outlaw Veerappan, is set to receive the Padma Shri in 2026 for his remarkable contribution to public affairs, national security, and counter-terrorism.



The esteemed civilian distinction will be awarded by Droupadi Murmu during the inaugural Investiture Ceremony of the Padma Awards 2026 at Rashtrapati Bhavan on May 25.



Across a career extending beyond three decades, Vijay Kumar served in the Indian Police Service, Special Protection Group, Border Security Force, Central Reserve Police Force, and the administration of Jammu and Kashmir, gaining recognition as one of the nation’s leading authorities in counter-insurgency and high-risk security operations.



Early Life and Education

Born on September 15, 1952, K. Vijay Kumar belongs to a family strongly connected with policing. His father worked as a police inspector, making him a second-generation police official.



He studied at St. Joseph’s College and Madras Christian College before entering the IPS in 1975 as an officer of the Tamil Nadu cadre.



An exceptionally accomplished academic, he possesses several advanced qualifications, including MA, MBA, ML, LLM, MBL, and MPhil.



Notably, he also cleared the IAS examination in 1976 but decided to remain in the police service because of his dedication to law enforcement.



Early Career: Anti-Naxal Operations in Tamil Nadu

As Superintendent of Police in Dharmapuri from 1981 to 1983, Vijay Kumar played a crucial role in curbing violent Naxal activity in Tamil Nadu.



During his later tenure as SP of Salem from 1983 to 1985, he initiated extensive crackdowns on organized crime and smuggling, significantly improving the law-and-order environment in the district.



Elite Security Roles: SPG and Special Security Group

From 1985 to 1990, Vijay Kumar was among the pioneering officers chosen for the Special Protection Group, the elite unit established to safeguard then Prime Minister Rajiv Gandhi.



In 1990, he acted as Deputy Leader of an Indian security delegation that trained the security detail of the Prime Minister of Mauritius.



Between 1991 and 1996, he created and commanded the Special Security Group to protect former Tamil Nadu Chief Minister J. Jayalalithaa. The SSG later became a template adopted by multiple states.



Under his supervision, close to 5,000 police personnel were trained in sophisticated firearms handling, counter-terror strategies, and close-protection techniques.



Kashmir and Kargil: Leading BSF Operations

As Inspector General of the BSF in Kashmir from 1998 to 2001, Vijay Kumar directed nearly 50,000 personnel during the Kargil War and the height of fidayeen assaults.



His tenure is broadly considered among the most operationally effective periods for the BSF in the region.



Chennai Police Commissioner and Operation Cocoon

After serving as Chennai Police Commissioner between 2001 and 2003, Vijay Kumar was appointed head of the Tamil Nadu Special Task Force.



In 2004, he spearheaded Operation Cocoon, the carefully coordinated mission that neutralized Veerappan and concluded one of India’s longest and most difficult manhunts.



The mission firmly established his image as one of India’s iconic “super cops.”



Director of National Police Academy

In 2008, Vijay Kumar led the Sardar Vallabhbhai Patel National Police Academy, where he trained future IPS officers and reinforced police training standards nationwide.



A specialist in firearms and tactical operations, he introduced double-handed rapid-shooting methods in India and mentored IPS officers for more than a decade.



CRPF Director General (2010–2012)

Following the deadly 2010 Dantewada Maoist attack, the government appointed Vijay Kumar as Director General of the CRPF.



During his leadership, he:



Upgraded jungle warfare and small-unit tactics

Restructured anti-Naxal operational strategy

Enhanced force training and operational readiness

Supervised intensified missions that resulted in the elimination of Maoist leader Kishenji in 2011

Post-Retirement Roles in National Security

After retirement, Vijay Kumar continued contributing in key advisory capacities.



Senior Security Adviser, Ministry of Home Affairs



He guided the Union Government on Left-Wing Extremism and counter-terror operations, contributing to a major reduction in Maoist violence.



Advisor to the Governor of Jammu and Kashmir



In 2018, he was appointed Advisor to the Governor, supervising security and administrative responsibilities during one of the most delicate phases in the region, including the abrogation of Article 370.
