Major Overhaul in Haryana Police: IPS Officers Shifted Across Gurugram, Karnal, Hisar and Panchkula



Chandigarh: In a major administrative revamp, the Haryana government late Sunday evening released transfer and posting directives for over 20 IPS and HPS officers. The reshuffle affects major policing formations across the state, including Gurugram, Hisar, Karnal, Panchkula, and Rewari. Senior IPS officer Sibash Kabiraj has been designated as the new Commissioner of Police, Gurugram, succeeding Vikas Arora.



The development comes at a period when Gurugram is facing growing cybercrime complaints, worsening traffic bottlenecks, and mounting law-and-order pressures caused by rapid urban growth.



Sibash Kabiraj Assumes Role as Gurugram CP

Senior IPS officer Sibash Kabiraj (1999 batch) has been assigned as the new Commissioner of Police, Gurugram. He was previously serving as Commissioner of Police, Panchkula, and was additionally handling responsibilities linked to Cyber and SCRB.



IPS Kabiraj succeeds Vikas Kumar Arora (1998 batch), who has now been appointed as Additional Director General of Police (ADGP), Administration, at Police Headquarters in Panchkula.



Recognised for his broad field exposure, IPS Kabiraj has worked in several senior assignments across Haryana Police, including intelligence, range policing, and specialised divisions. He is broadly respected for his administrative command and law-and-order expertise in metropolitan policing environments.



Extensive IPS and HPS Transfers Across Haryana

The Home Department notification includes large-scale reshuffling across multiple important policing divisions. Officers have been reassigned to strategic responsibilities in:



Gurugram

Panchkula

Karnal

Hisar

Rewari

State Crime Branch

CID and specialised units

The reshuffle is being viewed as part of a wider administrative restructuring of the state police leadership.



Key Range-Level Appointments

Karnal Range Receives New IG

Ashok Kumar, earlier posted in CID as IG, has been appointed IG of Karnal Range.

Meanwhile, Dr. Matta Ravi Kiran, previously ADGP Karnal Range, has been transferred to Vigilance and Anti-Corruption Bureau (SV & ACB).

Changes in Hisar and Rewari Ranges

Kuldeep Singh has been appointed IG Hisar Range, replacing K.K. Rao

K.K. Rao has been assigned as ADGP, RTC Bhondsi

Omprakash (HAP Madhuban IG) has been entrusted with charge of South Range, Rewari

Nazneen Bhasin has been given additional responsibility at RTC Bhondsi alongside her current duties

Important Postings in Special Units and Crime Branch

Several major policing and investigative divisions also witnessed reshuffles:



Rakesh Kumar Arya → IG, Crime Branch (earlier SCB)

Hamid Akhtar (DIG SCB) → DIG, HAP Madhuban

Surinder Pal Singh → DIG, CID Haryana

Manbir Singh / Rajendra Kumar Meena / Sunil Kumar → Additional DIG responsibilities in HSNCB across Rohtak, Sonipat, and Panchkula

These changes indicate a restructuring of Haryana’s intelligence, narcotics, and crime investigation departments.

KK Rao’s Reassignment and Experience Background

Senior IPS officer K.K. Rao (1995 batch) has been transferred to RTC Bhondsi after serving as ADGP Hisar Range. He is recognised for his extensive background in crime investigation, district policing, and earlier tenure as Gurugram Police Commissioner, where he played a role in strengthening policing mechanisms.
